Police said a 31-year-old mother was at the beach with her baby lying on a towel beside her at 6pm on Monday when the man who was unknown to her walked up and tried to grab the child.
The woman pushed the man away before the pair allegedly became involved in a struggle.
The lifeguards patrolling the beach became involved and police arrived a short time later and arrested the man, aged 38.
He has been charged with child abduction and common assault. He appeared in Waverley Local Court on Tuesday where bail was refused.
The mother suffered minor injuries during the incident but did not seek medical treatment.
Police have urged anyone who saw the incident but have not yet provided a statement to come forward.
