The Numbaa resident will be representing nurses and midwives as an equestrian team member at Camden Bicentennial Park on October 26 and 27.
The games aim to commend and raise awareness of the work of the state's police and emergency services, with nurses and midwives being represented for the first time.
Penelope has been riding and competing in dressage for many years. She took a break from the sport last year to focus on her HSC studies at Nowra Anglican College.
Studying a Bachelor of Registered Nursing at UOW Shoalhaven campus and working full-time at Aldi hasn't afforded her much time to get back in the saddle this year either but Penelope said she was honoured to be selected for the team.
"I got back into riding a few months ago in preparation and it's been amazing," she said.
"I'm really honoured to be a part of the games, especially as a student who is going into the medical field.
"It's recognition that you're going to make a difference."
After completing her Bachelor of Nursing, Penelope hopes to continue her studies in paramedicine.
Her uncle was a paramedic for Careflight and a recent trip to Alice Springs inspired her to think about where her future career path may lie.
"I had a look at the Royal Flying Doctor Service (RFDS) while I was up there and that's definitely a path I would like to go down," she said.
"I've always been really interested in working in rural regions too."
Penelope will be riding a horse on loan to her, Jedlea, and will be competing in three dressage tests.
Around 35 sports will feature at the games. Everything except for the equestrian sports will be held in Wollongong, starting on Saturday, October 19.
